This issue is encountered on Artica 4.30 Service Pack 206 and Artica Service Pack unstable before Service Pack 973.

You have setup a relay using submission port and enforce TLS.
Each time, you artica SMTP server try to relay it was refused with the error “Must issue a STARTTLS command first”
- After apply the Service Pack or the HotFix, back to the routing tables section and click on Apply configuration button.
